| The construction of Guangzhou-Shenzhen-HK High-Speed Railway has a great effect on promoting the economic cooperation between the mainland and Hongkong and speeding up the integration of Hongkong into the development of the country.In order to shorten the time of high-speed rail travel and enrich the choice of passengers’ travel,Hongkong and the central authorities are going to implement the "co-location of immigration and customs facility".arrangement at Hongkong West Jiu Long Railway Station,that is,the inland personnel can enter the immigration procedures for passengers in accordance with the laws of the mainland in the Hongkong West Jiu Long Railway Station.The arrangement was questioned at the beginning of the proposal.The focus of the controversy is whether it can give the mainland people the right to enforce the law in the port under the requirements of the basic law and the "one country,two systems".In the face of disputes from all walks of life,the central government and the Hongkong government finally decided to take the "three steps" procedure as the implementation of the "co-location of immigration and customs facility".This article mainly focuses on the arrangement of "co-location of immigration and customs facility" in Guangzhou-Shenzhen-HK High-Speed Railway,focusing on the constitutional legitimacy of the "co-location of immigration and customs facility",and clearly that the "co-location of immigration and customs facility" arrangement conforms to the basic law of Hongkong and has the constitutional legal basis.From the point of view of the national macro development strategy,the "co-location of immigration and customs facility" issues triggered the development of the integration of the mainland and Hongkong under the economic and new constitutional system.At the same time,the "co-location of immigration and customs facility" is actually an interregional conflict of laws.This article tries to propose a proposal to solve the interregional conflict of law from the perspective of the constitution. |
