Research On The Construction Of Grassroots Party Style And Clean Government In The New Era

Since the eighteen years of the party,the Party Central Committee has promoted the construction of a clean government and the struggle against corruption to the strategic height of the party and the country's survival.A clean government in the new period since the reform and opening up,the party concentrate on the country's economic construction,at the same time,carrying out the construction of a clean government,promoting political winds,promoting the social atmosphere with folk,and to achieve a fundamental improvement in practice activities.Under the new period,the construction of clean government in rural areas is an important part of the construction of clean government in our country.Doing a good job of the construction of rural clean government is important to maintain and promote rural reform,development and stability,and to improve the party's ability to consolidate the party's ruling foundation in rural areas.The method of qualitative and quantitative analysis is used in this paper to make an empirical analysis on the construction of clean government at the grass-roots level Heze city of Shandong Province.First of all,on the basis of referring to the existing literature,it puts forward the writing background,train of thought,theoretical significance and practical significance,innovation point.Secondly,the related concepts of the rural clean government are defined,including rural grassroots,clean government,rural clean government and the concept,characteristics and analyze the necessity of construction of a clean and honest government in the construction of Rural Clean Government in the new period,the necessity is analyzed.At the same time,in order to improve the scientificity and persuasiveness of the research,the weights of the criterion layer and the index layer of the index system are determined by the analytic hierarchy process(AHP),and a fuzzy comprehensive evaluation model is constructed.Then,on the basis of describing necessity and the relevant concepts of the construction of clean government in rural areas on the basis of necessity,five aspects of "Virtue" and "ability","diligent" "performance" and "low-cost" is used to construct the rural clean government evaluation index system,and then establishes a fuzzy comprehensive evaluation model.After then,the status city of Heze in Shandong province clean government are analyzed,at the same time using the expert scoring data is used to weight index layer and rule layer of rural grassroots index evaluation system and the fuzzy comprehensive evaluation model is used to calculate value evaluation of the construction of clean government in rural areas of Mudan District of Heze city of Shandong Province.The study found that the comprehensive score of Mudan District was 67.6,which is in the "poor" in the evaluation.In the end,some countermeasures have been put forward to improvethe construction of clean government in rural areas in aspects of "Virtue" and "ability","diligent" "performance" and "low-cost",including to strengthen the rural grass-roots party members and cadres of party system construction,to improve the rural grass-roots party members and cadres working ability,to change the service concept and to build service-oriented grassroots party organizations,to strengthen the rural grass-roots party members and cadres work support,to strengthen the construction of rural grassroots cadres.
