Research On Comprehensive Administrative Law Enforcement System Of Grass Roots Government

In October 1996,the promulgation and implementation of the "People's Republic of China administrative punishment law" as a sign,for mally put forward the concept of "relative centralized administrative punishment right" in the legal sense.The comprehensive implementation of the administrative law enforcement,effectively solve the "law enforcement","administrative law enforcement nuisance problems,in order to build a harmonious happy,safe and stable social environment plays a strong guarantee.In 2012,the provincial people's government,the power of administrative punishment of the holistic integration of the people's Government o f Liwan District from 12 government departments a total of 18 items,including transportation,food and drug safety,land resources,culture and sports,labor protection,environmental protection,water management,health supervision,city management,landscaping,construction etc.The People's governments at district level,in addition to industry and commerce,quality supervision of administrative law enforcement work,were integrated into the Liwan District comprehensive administrative law enforcement bureau,the pilot Liwan District comprehensive administrative law enforcement system reform in Guangzhou city is the largest,most widely,the most a case of comprehensive reform.Liwan District Guangzhou comprehensive law enforcement bureau through the inte gration of law enforcement agencies,regulatory agencies set,to a certain extent,improve the efficiency of law enforcement,reduce the cost of law enforcement,improve the level of law enforcement,and achieved good results.But in the actual process of promoting,Liwan District,Guangzhou comprehensive law enforcement reform there are shortcomings,mainly reflected in the legal authority is not perfect,the coordination mechanism between departments is not perfect,law enforcement team construction is difficult and so on.These problems are not conducive to the further promotion of the comprehensive administrative law enforcement in Liwan District.This paper attempts to use the public management perspective,through the historical development and current situation of combing the Guangzhou district level administrative law enforcement management system reform in Guangzhou C ity,Liwan District comprehensive administrative law enforcement reform as an example,summarizing the experiences and lessons of some problems exist in the current Guangzhou city comprehensive administrative law enforcement system,which further clarify the right and wrong,and on the basis of analysis,put forward some suggestions to improve the system of Guangzhou district level comprehensive administrative law enforcement,so as to provide theoretical basis for the administrative law enforcement system reform in our country.
