A Study On Local Legislative Power Of The Cities Divided Into Districts

As an important part of the legislative system in our country,local legislation plays a crucial role in the process of rule of law in our country.In 2015,the newly revised "Legislation Law" was officially promulgated and implemented,giving municipal districts the jurisdiction of new districts as a new highlight,arousing widespread heated discussion among researchers,and it also inevitably facing many problems.Based on this perspective,the author divides the structure of this article into three parts.The first part provides a general overview of the legislative power of the city in which the district is located.It explains the legitimacy of the municipal legislative power conferred by the district in terms of theoretical basis and practical needs,and enumerates and expounds the status quo of municipal legislation after 2015.The second part introduces in detail the problems that arise in the legislation on the exercise of local legislative power in districts and districts,mainly include the local protectionism and the deepening of the interests of the department,the quality of the city’s municipal legislation is not high,repeated legislation,over-weight legislation and other issues,and for the above-mentioned city of Legislative Analysis of the reasons behind the problem,you can recognize that there are several reasons behind the following reasons: the municipal legislation citizens in the district are not highly involved,the legislative capacity is insufficient,the legislative power of the central and local governments is unclear,and the mechanism of the post-case review is not perfect.In the three part of the article,aiming at the issue of the municipal legislation of the district,there are some suggestions on how to regulate the exercise of the municipal legislative power.We should try our best to improve the legislation ability of the city,establish the scope of the legislative authority of the central and local government,promote the public participation legislation of the city and improve the supervision and management of the municipal legislation.we should standardize the exercise of the municipal legislative power of setting districts so as to promote a more normative and orderly development of the local laws and regulations.
