Research On The Problems And Perfection Of The Exercise Of The Legislative Power In The Districted Cities

New Legislation Law and Constitution clearly give local legislative power to districted cities.This new change means the expansion of the local legislation,the districted cities become one level of the legislative system,local legislation in our country entering a new stage.The exercise of legislative power in the districted cities have brought many positive changes,such as,improving the level of law construction and management,playing a tentative role of local cities,promoting comprehensively deepening reform,fully advancing the law-based governance of the country.At the same time,the exercise of legislative power in the districted cities have some problems,facing unprecedented challenges.Through the analysis of practical problems with thinking,perfect the exercise of legislative power in the districted cities,trying to solve problems,playing an active role in the law-based governance of the country.This essay consists of three parts:In the first part,the author will introduce basics about the exercise of legislative power in the districted cities.The author will introduce the existing conditions and provide a summary of the characteristics and backgrounds of the exercise of legislative power in the districted cities.By combing the historical context,clarifying the positive meaning,making the cushion to the issues on the exercise of legislative power in the districted cities.The second part will focus on problems of the exercise of legislative power in the districted cities.The author will introduce the issues on the exercise of legislative power in the districted cities,including the legislative quality is not high,the ambiguous understanding of legislation purview,the insufficient capacity of legislators.The author will analyse the forms and causes and introduce different understandings.The third part is the perfection of the exercise of legislative power in districted cities.This part will provide three practical proposals.Firstly,improve the quality of legislation.Secondly,define the legislation purview.Thirdly,perfect the legislation working system.
