An Empirical Analysis Of The Exercise Of The Municipal Legislative Power In Jiangxi Province

The legislative act,as amended in 2015,empowers all municipalities(hereinafter referred to as "municipalities")with local legislative authority.Prior to this,Jiangxi Province enjoyed the local legislative power of the regional city only Nanchang a regional city,and the Legislative act amended,Nanchang outside the 10 regional municipalities also enjoy the local legislative power.At present,the legislative work of the newly-obtained legislative power,including Jiangxi Province,is still in the groping stage,and the legislative practice faces various new situations and new problems.This paper takes the exercise of the legislative power of the 10 newly-obtained legislative powers in Jiangxi Province as the object of study,on the basis of reflecting the present situation of its exertion,it's reveals the problems,then puts some suggestions forward for improvement,which will be helpful to the smooth development of the legislative work of the newly obtained legislative power in Jiangxi Province and other provinces and autonomous regions.The legislative power of the district city of our country has undergone a development process from scratch,from less to more,and gradually perfecting the legislation system.Since 2015,the Standing Committee of the People's Congress of Jiangxi Province has determined the time for the exercise of legislative power by 10 municipalities in two batches.In addition to the enactment of their respective legislative regulations and the regulations governing the formulation of government regulations,the 10 newly-established regional municipalities have also promulgated substantive local and local regulations.Judging from the situation of the legislative power of each district,although it is generally followed by the legislation of law and the principle of democratic legislation and strive to achieve scientific legislation.But at the same time,in the process of exercising the legislative power,there are some problems such as the unreasonable personnel composition,the legislative and legislative ability and the democracy and scientificity of legislation.In order to further promote the development of the legislative work in the district,through optimizing the allocation of legislative resources,strengtheninglegislative democracy and practicing scientific legislation,we should improve and improve the legislative and legislative ability of the District city,improve the democracy and scientificity of the legislative power of the district,and ensure the quality of the result of the legislative exercise of the district municipality,thus lay a good foundation for the establishment of regional city.
