Research On The CPC Foreign Affairs Activities In The Peking Military Mediation Executive Department

The Southern Bureau,the Yanan Communications Office,Peking Military mediation Executive Department,and the Central Foreign Affairs Group,which are all the main foreign agencies of the Communist Party of China before the founding of the People's Republic of China have made tremendous contributions in terms of institutional setup and personnel training as New China's organizations.Although the duration of the Peking Military mediation Executive Department was only over one year,it was an important period of the independent development for the Chinese Communists before the founding of the People's Republic of China about foreign affairs.It was also an important foreign affairs practice of the Chinese Communists before the founding of the People's Republic of China.The Peking Military mediation Executive Department was temporarily established after United States came to China to mediate the military conflicts between the KMT and the CPC.It consists of the Communist Party,the Kuomintang,and the United States.Its main responsibilities were to mediate the military conflict between the two sides and to supervise the execution of armistice orders.When facing of the negotiation with Kuomintang and the United States,which resemble two parties,and in fact one party,the CCP learns from experiences and summarizes a set of effective foreign affairs strategies and negotiation guidelines.It sums up the four principles: combination of principle and flexibility,combination of legal struggle and unlawful struggle,combination of cooperation and struggle,combination of personal communication and government diplomacy,the four foreign negotiation policy: “selfishness,intrigue,and intrigue”,In order to obtain it,we must not lose it at the negotiating table,insist on a rational and profitable struggle,and use the two handed preparation of revolution to deal with anti-revolution foreign affairs.In the face of the irreconcilable differences between the KMT and the CCP,the primary responsibility of this institution is to negotiate with representatives of the KMT and United States.They gradually recognized the hypothetical faces of the United States and desire of helping Chiang Kai-shek's anti-Communist move.The occurrence of the Anpingincident made clear that they want to start an inner war while the vision of peaceful mediation completely shattered.It further strengthened its line of independence and self-determination and provided a practical basis for the formation of a “one-sided” foreign policy after the founding of the PRC.Peking Military mediation Executive Department has also made great contributions in cultivating diplomatic personnel for New China.People who have worded for Military Training Department have also been arranged to embark on diplomatic posts after the founding of the People's Republic of China.This article takes Huang Zhen as an example by describing his life briefly and analyzing the process from professional military personnel to professional diplomatic cadres,and then discussing the significance of the exercise of foreign affairs during the period of Peking Military mediation Executive Department to his career in diplomacy.
