With the development of information technology in China,e-government construction also makes progress constantly,which promotes the construction of a service-oriented government in China However,compared to western countries with advanced e-government,the development level of e-government is still low in China with progress being slowing made.A important hindrance is the problem of “information isolated island”.“Information isolated island” refers to mutually independent information systems that are closed to each other.In the construction and development process of e-government system in China,the departments of the government make plans independently,construct their own systems dispersedly and store their information resources in their own system.As the departments have not considered about the demand to access the systems of other departments and have failed in providing channels for the access,“information isolated islands” gradually form.In the development process of e-government,“information isolated island” is a ubiquitous and vexed question,which becomes the largest obstacle for the development of e-government.Therefore,it is of great significance for continuously promoting the development of e-government in China to study how to solve the problem of “information isolated island”.This paper starts with the current situation of e-government construction of the Housing Provident Fund Management Center of S City to point out the reasons for “information isolated island” in the Center.In terms of system,there are such problems as departmental interest orientation and the lack of legislative guarantee;in terms of technology,there are such problems as non-uniform construction planning and imperfect standards and specifications;in terms of management,there are such problems as departmental selfishness and the lack of effective incentive mechanisms.This paper proposes to solve these problems from the following aspects: first of all,efforts should be made to perfect the institutional guarantee for information sharing system,improve the construction of legal institution on information resources sharing and determining the responsible subject for the information sharing;secondly,efforts should be made to strengthen the top-level design of e-government,establish an overall plan for the development of e-government and improve the standards and specifications of system construction;thirdly,efforts should be made to improve the management mechanism of government services,accelerate the reengineering of government procedures and strengthen the awareness of public service.It is hoped that this paper can play a positive role in resolving the problem of “information isolated island” in e-government..
