The Study Of Collaborative Governance Model About Shenzhen Port Exit-entry Frontier Inspection

As with the continuous advancement of Globalization and the rapid development of economy and society,the foreign exchanging has been more and more frequent since reform and opening-up.The control and service of entry-exit frontier inspection has presented a new feature of “double high level”.So it is more difficult to solve the comprehensive problem of entry-exit frontier inspection.The original management mode of entry-exit frontier inspection can't adapt to this new change,which also can't guarantee the entry-exit frontier inspection authorities have the ability to properly handle the comprehensive problem of entry-exit frontier inspection.Therefore,study a new management mode of entry-exit frontier inspection is not only of great practical significance to the development of entry-exit frontier inspection,but also meets the requirement of promoting the modernization of national governance system and capability.With the aid of the tool of cooperative governance theory and method,the dissertation has made reference to the model of public policy analysis.The dissertation designs a unified analytical framework for the entry-exit frontier inspection authorities,which named “analytical framework of the cooperative governance mode of exit-entry frontier inspection”.This analytical framework includes four parts: multi-subject composition,positioning effect,operation mode and limited import.Among them,the operation mode is clear that the realization mechanism system must be based on the core concept system.This is the result of theoretical innovation in this dissertation.To validate the scientificity of the analysis framework of the cooperation governance model of entry-exit frontier inspection,the dissertation uses literature analysis methods and survey research methods to demonstrate it.Shenzhen port entry-exit frontier inspection authorities have experienced three stages: the control mode of entry-exit frontier inspection,the administration mode of entry-exit frontier inspection and the service mode of entry-exit frontier inspection.Each mode of entry-exit frontier inspection has played an active role in certain historical periods.Facing the development trend of the control and service of entry-exit frontier inspection in double high level,Shenzhen port entry-exit frontier inspection authorities have five problems under the service mode of entry-exit frontier inspection.These five problems is that the main force is relatively weak,the communication and coordination between government departments is difficult,the public relations are relatively weak,both control ability and service ability are difficult to improve.There are four dimensions cause the above problems,which are operation system,professional construction,concept construction and control responsibilities.On the basis of vigorously promoting the entry-exit frontier inspection professional construction,Shenzhen port entry-exit frontier inspection authorities have gradually found out four ways of cooperative governance in the context of China's modernization of governance system and governance capability,which are government “bar”,government department-marketing department,government department-social department and multi-subject.The dissertation also chooses two cases of cooperative governance by foreign entry-exit frontier inspection authorities,from which the experience and lessons of limited importing cooperative governance has been summarized.In order to establish a scientific cooperative governance mode of entry-exit frontier inspection,entry-exit frontier inspection authorities should follow the five principles of multi-system,equality-voluntariness,interactive cooperation,law-based governance and openness-fairness.And then entry-exit frontier inspection authorities should build up security,responsibility and functional boundaries.The relationship and localization of each governance body should be clarified.According to the theoretical and practical analysis,the dissertation has put forward 14 policy suggestions on three aspects of institutional-arrangements,operational-mechanisms and guarantee-systems,which in order to realize the application of the cooperative governance mode of entry-exit frontier inspection.
