Baiyun Station of Exit and Entry Frontier Inspection(Baiyun Inspection for short)is mainly responsible for the inspection of entry-exit personnel transport vehicles as well as the cargoes at Baiyun International Airport.In recent years,with the surge in the number of immigrants and the more serious anti-smuggling situation,the frontier inspection has entered a new challenging phase.Against this backdrop,how to build a well-qualified and skilled grassroots police team and how to maintain the stability of the team have become one of the most critical research subjects about team building at this stage.Due to the great change of the personal structure in the police force and the diversification of the grassroots police resulted from the reformation of police recruitment form,the traditional incentive system focusing on spiritual motivation can seldom meet the demand for current team building and development.In recent years,even though the academia has progressively made the researches on the incentive mechanism of the police force,there is still no time-based and prescriptive incentive mechanism compared with the one for employees in the enterprises...Based on the work content of the grassroots police for frontier inspection and the current situation of incentive mechanism,this thesis analyzes the problems of Baiyun Inspection systematically,and this investigation will have a vital theoretical and practical significance for how to establish the efficient incentive mechanism,build a well-qualified police team and consummate the team building among the grassroots police.Firstly,this thesis takes the contemporary setting and the work pressure of the police at Baiyun Inspection into consideration,puts forwards the urgency of establishing the incentive mechanism for grassroots police and refines the theoretical basis and relative concepts through searching some references and systematic analysis.Secondly,we take the police of Baiyun Inspection as the sample to make the questionnaire survey,and by researching on the survey data,demonstrate the current situation and problems of the incentive mechanism among the grassroots police from several aspects including the systems of compensation,promotion,performance and treatment.Thirdly,we propose the countermeasure for consummating the incentive mechanism of grassroots police.At last,we summarize the points of the whole thesis,illustrate the difficulties of the research and forecast the forthcoming development trend.
