In the process of structural transformation of China's economy to innovation-driven,companies have gradually become the main body of scientific and technological innovation,and more and more attention is paid to the acquisition of the elements of innovation input.However,the government plays the role of resource allocation in the market economy,and the performance requirements of government officials and the demand for innovative resources of enterprises lead to the interest alliance between the enterprises and the government,so it is difficult to increase the efficiency of resource use.In addition,China has increased the strength of anti-corruption since the 18th National Congress,and epeatedly stressed the establishment of "pro-Qing Government-enterprise Relation",which provided an opportunity for studying changes in the relationship between government and enterprises and the technological innovation of enterprises.Based on the background of the national government-enterprise reform and the implementation of innovative development,the paper first combed relevant literature,and put forward research hypothesis combined with theory.Secondly,from the perspective of the reconstruction of government-enterprise relations,the paper used OLS method to analyze the external driving factors of the relationship between government and enterprises and the impact of the reconstruction of government-enterprise relation on the government's R&D subsidy.Then we used fixed effect model of panel data to test the impact of government R&D subsidy on technological innovation,and explore the relationship between corporate innovation resources,R&D investment,and technological innovation output.Moreover,the differences between the state-owned and private enterprises in responding to changes of the government-enterprise relation,acquiring innovative resources,and investing and producing in technological innovation were discussed.The empirical results indicate that:(1)When facing the transfer of local political power caused by the replacement of the party secretary,the enterprise tends to re-establish the relationship by strengthening the political connection rather than rent-seeking,especially the private enterprises.(2)The reconstruction of government-enterprise relation helps enterprises acquire innovative resources,and the acquisition of R&D subsidy has a time lag.Government R&D subsidy policy is more likely to favor the state-owned enterprises.(3)The company significantly increased the non-invention patent authorization rate by increasing R&D investment rather than the authorization rate of invention patents.R&D subsidy do not have palyed a real incentive role for corporate technological innovation.There are differences in R&D investment and non-invention patent authorization rate between state-owned enterprises and private enterprises.In addition,further analysis shows that R&D investment plays an intermediary role between government R&D subsidy and technological innovation output.From the perspective of the reconstruction of government-enterprise relation,the paper discusses the ways and effectiveness of the company's response to changes in the external environment,and verifies that the R&D subsidy obtained through the reconstruction of government-enterprise relation have not played a real incentive effect on the technological innovation of enterprises.The paper provides a new perspective for the research of technological innovation,and also provides experience for the reform of the new government-enterprise relationship.
