With the economic integration, global liberalization of trade and arrival of the era of knowledge-driven economy of the world. The role in the competition of the market economy of technological innovation seems more and more important. It is the basic motive force and source of the enterprise's development. It can bring enormous development to economy, and it can push forward the advance of human society too at the same time.Technological innovation binds as technology and economy and the new technical application and commercialized activities that carry on for bringing about an advance in economy, and it leave the restraint of the system. The system has lasting and positive effect on technological innovation development. System as one rare resource, it has the functions that can reduce trade expenses and create the favorable environment conditions for technological innovation, and it can offer the incentive mechanism of carrying on the technological innovation activities to people too. All the innovative activities in the enterprise are limited by the constraint of enterprise system to a great extent, and the enterprise's benefit is limited by the enterprise's technological innovation activities to a great extent again. So, system innovation becomes basic assurance that enterprises make a profit. Enterprises of our country fail to settle this prerequisite problem of system innovation well for a long time, and they haven't set up the enterprise system of constantly innovative desire and external pressure. It causes the enterprise to fail to become the market competition subject that worthy of the name, and makes the enterprise lack the external pressure and the inherent power of technological innovation, and thus influenced the enterprise's technological innovation process greatly.
