Petition is a specific conception that reflects the feature of China's development.The Work for petition has a lot of Chinese characteristics.In order to adapt the development of society,the government sets up a department to deal with the complaint.The original purpose to establish it is to express the will of masses and help the government to gather appeals.In this way,Social managers are more likely to get people's demands.Ultimately,it provides the decision-making basis for the government to formulate the scientific and satisfying policy.Since the reform and opening up,a large number of social deep-seated contradictions are reflected through the petition because of Re-adjustment of social interest relations.The problems in the masses reflect mainly in villages and towns.Accordingly,our country has established the system of petition.But the complicated situation of petition work has not been fundamentally changed,because of the system itself and the petitioner in villages and towns.Some reasons for this work dilemma are due to the system positioning is inaccurate,and some are the legal quality of the petitioner is not high,another are masses' poor awareness of the law.In order to standardize the problem of complaint reporting and ease the stress of the petition,the government clearly declares that put the petition into the legalized orbit during the fourth plenary session of the 18 th CPC central committee.This paper analyzes the difficulties that faced by grass-roots petitioning work in county and township combining the author's experience in recent years.What the paper wants to do is to provide reference opinions for Study on the legalization and standardization of the basic petition from the views of legal Perspective,and improve work efficiency.
