Petition as a low-cost, direct expression of the demands, with simple, low cost and is characterized by extensive public of all ages. Especially social transformation and development and administrative reform to speed up the process of the present stage, "spurt" community of interests in the short term contradictions and conflicts, the petition has become a manifestation of the most direct measure of balanced distribution of social benefits.
