Study On Guardianship Of Left-behind Children In Rural Areas Of Guizhou Province

Guizhou province as a multi-ethnic province is also the most prominent underdeveloped province in China.Because of the serious regional economic differentiation,more and more rural young workers have to go to work in the economically developed areas which far away from their hometown,and there are widespread phenomena of early marriage and early childbirth in some remote mountainous areas of Guizhou,so that a large number of rural families in Guizhou are too early to bear the pressure of life.A large number of migrant workers have to go to other places to work,resulting in a large number of special groups of children left behind in rural areas of Guizhou province.What more serious is that,the tendency of parents to live away from work and stay behind children in rural areas shows a trend of normalization,children are unable to get full guardianship and care,so the problem of child rearing of left behind children is coming.Because of children left behind can not be taken care of by their parents for a long time,It is easy to deviate from the normal track of growth and development in mind,behavior and psychology,it will have a negative impact on the future life and even the whole society,prone to inferiority,rebellion,weariness,and other psychological emotions,It is also easy to develop bad habits,the legitimate rights and interests of the children left behind in rural areas are harmed,even life safety is threatened.These problems will become the biggest obstacle to the growth of children left behind.Like that,in the face of such a special and huge vulnerable group,how to solve their daily guardianship problems has become an important problem to be solved in Guizhou.Therefore,the research on the guardianship status of rural left behind children in Guizhou is now needed,analysis of the problems in the guardianship system of left behind children in rural areas of Guizhou Province in light ofcurrent national conditions and provincial conditions,and put forward the corresponding suggestions.The article is divided into five main parts to discuss the narration:Part one,the introduction part of the article,this part mainly discusses the background,significance and literature review of the topic "the research on guardianship of children left behind in rural areas of Guizhou province".Part two,the first chapter of the text,this chapter mainly introduces the guardianship of left behind children in rural areas of Guizhou province.The concept of rural left behind children’s guardianship,the type of guardianship of the left behind children in rural areas and the characteristics of the guardianship of the left behind children in the rural areas of Guizhou province were explained in three aspects.Part three,the second chapter of the text,this chapter introduces the legislative status quo of the guardianship of rural left behind children in China.First,the relevant provisions of minors’ guardianship in the general principles of civil law are analyzed and studied.Secondly,the relevant provisions of the State Council on the guardianship of the left behind children are expounded.Finally,the relevant systems of minors’ guardianship in local legislation of Guizhou province are analyzed.Part four,the third chapter of the text,this chapter analyzes the problems of guardianship of rural left behind children in Guizhou province.The main problems exist in the four aspects of the local legislation on the guardianship of minors in Guizhou,which lags behind the general principles of civil law,the role of the guardianship of the family is not strong,the role of the government’s guardianship is insufficient,and the effective monitoring and supervision mechanism is lacking.Part five,the fourth chapter of the text,this chapter introducesseveral suggestions to solve the problem of guardianship of rural left behind children in Guizhou province,this part is the focus of this article,It is mainly based on the actual situation of Guizhou Province,and puts forward his own view: Guizhou province has lagged behind the legislation of guardianship system for left behind children in rural areas,It is urgent to refine and supplement the current legal provisions,further improve the guardianship system of rural left behind children in Guizhou,clearing obstacles for the healthy growth of rural left behind children in Guizhou.
