Research On The Construction Of Socialist Negotiated Democracy In China Under The View Of The People's Subjectivity

The deliberative democracy socialism with Chinese characteristics is the original form of democracy in China,which plays a significant role in China's economic and social development and political stability.It is the product of combining Marxist democratic theory with Chinese traditional culture,and interaction between Chinese multi-complex social structure and the Communist Party of China's(CPC)idea that people are subject.With the increasing trend of social pluralism in China,the change of interest relation pattern has become more severe,and people's demand for public affairs participation has become more intense.The political function of democratic consultation has gone beyond the national democratic scope of people's political consultation.As an important and extensive form of public participation,it has also been widely used in many aspects of political life.China's socialist deliberative democracy needs to embody Chinese characteristics,so it is necessary to uphold the leadership of the CPC,focus on the coordination between the individual interests and the overall interests,and take democratic centralism as the principle,and complementing with the electoral democracy.Taking the people as the center and upholding the status of the people are the basic stance of the Chinese communist party and the fundamental principle of the establishment and construction of the socialist political system with Chinese characteristics.People's subjectivity in deliberative democracy is mainly manifested in several different levels,such as values,interests,practice and so on.The socialist deliberative democracy has a unique function in the realization of people's subject status.It is helpful to the expression of the people's interest demands,and it is conducive to the realization of social fairness and justice and resolving various conflicts of interests.The CPC central committee,with comrade Xi Jinping as its core,attaches great importance to the socialist deliberative democracy in China,and demands that the subjectivity of the people be integrated throughout the whole process of socialist deliberative democracy.It is the essential requirement of thedevelopment of socialist deliberative democracy to reflect the people's subject status in consultation.At present,there are still some deficiencies in the operation of deliberative democracy in China.Analyzing from the perspective of people's subjectivity,the main manifestations are: the deliberative subjects lacks of representativeness and there is a tendency of elitism;the standardization of consultation mechanism is not enough and is easy to formalize;the content of negotiation lacks depth in many times,and the results of negotiation are in need of reinforcement.Different levels of deliberative democracy development are unbalanced,and the linkage mechanism needs to be further improved.Based on the perspective of the realization of the status of people's subjectivity,the construction of socialist deliberative democracy should be promoted comprehensively from the following aspects: Politically,the people's standard should be regarded as the principle of deliberating democratic political development,adhering to the party's mass views and the mass line,guaranteeing the realization of the equal status of the people's rights in the deliberative democracy,and promoting the balance of the political participation of the powerful and the disadvantaged.Culturally,we should actively cultivate democratic negotiation culture with Chinese characteristics,strengthen the ideal and belief education of leading cadres,enhance people's quality and ability of deliberative democracy political participation,and promote a consultative culture of rational communication and dialogue in the whole society.Institutionally,we have to advance the mechanism of the democratic system of Chinese socialism,and by strengthening the institutional connections between the CPPCC and the people,to realize institutionalization of people's deputies election and consultation in the decision-making process of conference,and to expand the channels of public affairs consultation,to strengthen the negotiable democratic supervision of the people's political consultative conference,and to achieve the mechanism of the national and local consultation,to increase the institutional support of the people in the process of deliberative democratic participation.
