Research On The Regulation Of Administrative Law Of The Internet Private Hire Vehicles

In July 27,2016,7 ministries and commissions such as the Ministry of Communications and the Ministry of Industry and Information Technology jointly issued the Interim Measures for the Management of Network Booking Taxi Business Services(hereinafter referred to as "Interim Measures").Until July 28,2017,there were 24 provinces who had released network implementation opinions about car reform and announced the ground rules in spite of the "interim measures",at the same time,133 cities and 86 cities had been or were for public opinion.Due to the lack of legislative basis in the interim measures,some provisions in its contents also violate the administrative permission law and the legislation law,which makes it difficult to become the appropriate authorized subject of local internet private hire vehicles legislation.And the different rules or regulations in different regions also caused many problems in practice.Therefore,reference should be made to the experience of the administrative law of British and American countries to formulate administrative regulations,also we have to coordinate the relationship between the internet private hire vehicles and the traditional taxi industry,so as to contract a new framework and realize the optimization and improvement of the regulation system.
