An Inquiry Into The Mode Of Interference In The United States After The Cold War

Since the 90 s of last century,with the disintegration of the Soviet Union,the world pattern has undergone profound changes.Because of the disappearance of the bipolar confrontation,the long-term accumulation of contradictions in various regions of the world broke out,and regional conflicts were constantly occurring.In the international community,in order to seek national interests,the United States maintains its global hegemony status and interferes with the domestic and foreign affairs of the United States with the banner of new interventionism.The United States has some characteristics in the external implementation of interference: in general,the United States will choose to promote indirect interference by international organizations;sometimes joint allies implement multilateral interference;in particular cases,unilateral interference will also be chosen.This paper,starting with the interference theory,gives a detailed introduction to the definition and classification of interference,in which the interference patterns are divided into international organization interference patterns,unilateral interference patterns and multilateral interference patterns according to the number and organization of the interference subject,and these modes are analyzed in combination with international hot cases.The reason why the United States chooses this mode is also discussed.Combined with the national interest of the United States,the differences between the income and cost of these intervention modes are analyzed.In brief,1.in legitimacy,most of the interference by international organizations is legitimate(except for NATO interference with the south alliance),and the interference by the state actors is mostly in violation of international law;and 2.in the decision-making process of interference,the international organization is making a decision mechanism,but the efficiency of the decision is low and the structure of the state is simple.The Department is convenient for coordination and high efficiency in decision-making;3.in the selection and application of interference methods,international organizations usually adopt small intensity interfering means,with economic sanctions,political sanctions as the main,force means supplemented,unilateral intervention has a certain violence and randomness,multilateral intervention focuses on a variety of means of comprehensive use.Finally,from the perspective of American national interests,this paper analyzes the choices made by the United States to intervene in the three level interests of the United States.In general,in the case of "vital interests",even in the absence of an ally,the United States will take unilateral action;in the case of "extremely important interests",the joint participation of the allies in the United States should be prepared to use the armed forces to carry out multilateral interference;to deal with the "important interests" of the United States,And only when low cost and other countries share the responsibility,can we choose the mode of international organization interference.The analysis of American interference pattern selection is helpful to better understand the characteristics of American foreign interference and to properly handle the interference imposed by the United States on our country,which is of certain guiding significance in dealing with the relationship between China and the United States.
