Abstract/Summary:
In the past five years,the National Targeted Poverty Alleviation has achieved remarkable achievements.More than 55.64 million people(up to 2017)have completed poverty eradication,830 impoverished counties across the country,and nearly 40 million impoverished people will also complete their poverty reduction tasks by 2020 as planned.The goal of revitalizing rural areas in the new era is to develop vigorously.However,in the current practice of targeted poverty alleviation,many issues exposed by local governments have attracted widespread attention.Among these,the Elites Capture and the Alienation of some poverty-stricken targets are relatively common and typical examples.This article puts the two kinds of dilemmas in targeted poverty alleviation on the level of interaction between the state and society.The current targeted poverty alleviation is a manifestation of modern state construction,and its actual results are influenced by the state’s social pathways and types of embeddedness.Through summarizing the embeddedness theory,the article proposes a theoretical framework for understanding from the perspective of policy process,micro-social structure characteristics and legitimacy,and summarizes the concept and characteristics of “non-equilibrium embedding”.From the perspective of the theoretical framework of the article,elite capture and behavioral alienation embody two types of “non-equilibrium embedding”,namely,“weak embedding” and “strong embedding” of the state for the underlying society,and rural elites and marginalized poor groups facing the country.The entry of policies and resources has adopted different responses in different social structures.The results have all resulted in policies that are contrary to the objectives of poverty reduction policies,which is,the misallocation and misuse of resources.We believe that in the current phase of targeted poverty alleviation,the overall,systematic reflection is indispensable,the article constructs a non-equilibrium embedding theory provides a way of thinking,only from the overall perspective of the interaction between the state and society.Only in this way can we further improve the practice of precision poverty alleviation,and promote the realization of the goals of rural renewal in the new era.
