Research On The “institutional Embedding” Of Village Self-government

Since the reform and opening up,China has made great achievements in rural areas,which is closely related to the implementation of the rural system.The villager autonomy system in the rural areas after years of implementation,is greatly achieved through the joint efforts of the villagers and the village committee.However,the development of villager autonomy is facing the situation of "failure of autonomy" at the present stage.Meanwhile,the problem of suburban areas in Shanghai,as an international metropolis,is different from that in other places.The academic discussion about out of autonomy predicament is mostly based on the theoretical level,effective realization form emphasized from the normative perspective of how to find the autonomy,but seldom from the practice,explore effective forms of concrete.In this paper,the town of X in Shanghai as the research object,the villagers,village cadres and township cadres conducted a questionnaire survey or dialogue interviews.On this basis,the author understands the problems existing in the rural autonomy of villagers in Shanghai suburbs,and makes a theoretical analysis on the innovation methods of X town.The so-called “embedded system” is the street town outstanding organs,institutions and cadres to send to the grassroots as the Secretary of the village Party branch,the system of “assignment” form to enrich grassroots cadres.In maintaining basic pattern of villager autonomy situation,through the external embedded form will solve the rural grass-roots into effective strength,Secretary of the party organization,it is urgent to optimize the overall structure of the team need to improve the ability and quality problems,to make up for the defects of “autonomous failure” to a certain extent,smoothly promote grass-roots autonomy.The governance mode of “embedded system” is based on the autonomy of villagers,and constructs the governance pattern of “one center,many basic points”.Give full play to their own advantages to the faction cadres,the village Party branch secretary of the village,the villagers' committee as the core,women's federations and other different subjects participated by relational embeddedness,structural embeddedness mechanism,embedded social capital,material capital will bring grass-roots governance faction cadres.By external forces to intervene to solve the problem of grassroots talent shortage,management bottleneck highlights,improve service levels,improve the village governance pattern,cultivate endogenous power,so as to realize the long-term effective development of villager autonomy.
