In focusing on the development of India's foreign policy,it is imperative to pay attention to the role played by local governments.In recent years,the impact of local government on Indian diplomacy has been growing,and the Central Government has to take local governments into account when formulating its foreign policy concerning local interests.According to the development course of local government participating in diplomacy,it can be divided into two phases: One-Party Rule and ruling coalition period.During the first phase of one-party rule,that is,India was under the one-party rule of the Indian National Congress.This first period was initially from 1947 to 1996,because after the eleventh general election in 1996,the united front made up of the third frontier outside the Congress party and the Bharatiya Janata Party,it means the third united front which made up with other parties,has made its debut in the political arena.In the first phase,India's political power was in the hands of the Nehru-Gandhi's family.Diplomatic discourse was also completely in the hands of the Central Government led by the Prime Minister.Local government simply could not intervene.Although at this phase,after Nehru passed away,the Congress did not take power for some time,and the regime fell into the hands of the People's Party(not the present BJP).However,the Congress political influence in the country remained strong.While the government formed by the People's Party,itself weak and needs the support of the Congress party to be maintained.Therefore,the power in this period is still dominated by the Congress Party,and it continues to inherit the diplomatic style of the Congress.In the second period,India is in power in the coalition government.During the Union period,except for the Modi government,since the National Congress Party lost its independence;the federal government was a multi-party coalition government.Over this period,the power of the local political parties became larger and larger,and the decentralization of power became the mainstream of development.In particular,the Rao government proposed that economic liberalization reform should give local governments more autonomy and provides an opportunity for local governments to participate in diplomacy.Looking at the status quo of the impact of local government on Indian diplomacy,local governments have an impact on the low-level political and high-level political arenas.However,it mainly plays a role in the lower-level politics such as economic and trade investment,utilization and distribution of cross-border resources and handling of immigration issues.Participation in the topics of advanced political fields such as national security and territories remains relatively limited.The reasons for promoting the active involvement of local governments in foreign affairs include local,national and international levels,above all the decentralized reforms in India,the need for local governments to assume more responsibility for economic development after decentralization reforms,and the local governments also have more autonomy and promote the local government take the initiative to participate in foreign exchanges;followed by the local government represented by local governments in the country's political influence continues to increase,but also give local governments more power to bargain with the central government;in the international ways,the changes in the international pattern and the development of economic globalization have provided a favorable external environment for local governments to intervene in foreign policies.
