A Study On The Reform Of Local Government Administrative Approval System Under The Background Of Simplified Chinese

Streamlining administration and instituting decentralization means curbing the power of bureaucrats and delegating government’s power to enterprises. As State Council institutions reform and transformation of the functions of the program was issued in March 2013 and its related national videophone conference was held, the 7th of the institutional reform of our government has begun, which focuses on how to properly handle the relationship between government and market, government and society, how to let go the power that should be released, and how to manage the related affairs."Small government, big society" is a mode of corporate governance in market economy developed countries. Decentralization, the transformation of functions and simplification of the approval is an administrative way generally used in these countries. In view of the current administrative examination and approval system in our country, there are some disadvantages such as the increase in administrative cost, the difficulty in reasonably getting resource allocated and the easily-breed corruption. It has been difficult to adapt to the free development of market economy. In 2015 national two sessions of the government work report, Premier Li Keqiang stressed that the State Council will further decentralization, abolish all non-administrative license examination and approval, cancel and decentralize of a number of administrative examination and approval, to establish a normal administrative examination and approval management system. The key to this round of China’s administrative examination and approval system reform is government’s courage to get rid of both sentimentally attached to the approval of the right and the power, change functions, formulate a scientific system of administrative examination and approval, reduce working links, improve the efficiency and quality of the examination and approval, improve administrative efficiency; actively deal with the relationship between government and market, government and society, government and citizens, proper power to the society, further improve the market allocation of resources to the basic role of, stimulate the vitality of the market, and promote the healthy development of the economic society and the construction of a harmonious society.Divided into six parts the essay explores the reform of administrative examination and approval of local government under decentralization-- taking Huizhou City of Guangdong Province as an example. Starting from the introduction of the background, research significance, research status at home and abroad, research ideas and methods, the text tries to understand the decentralization and local government administrative examination and approval system, analyzes the administrative approval system reform practice and effectiveness in Huizhou City, and studies the related reform experience of the domestic and foreign administrative examination and approval system. In view of the current situation of Huizhou and its implementation of administrative examination and approval system reform path and countermeasures, the text also discusses the reform and the developing tendency of China’s local government administrative examination and approval system.
