Research On The Relationship Between "The Belt And Road" Initiative And National Security Strategy

Development and security are two strategic issues that every country has to face.The current situation at home and abroad is undergoing complex and profound changes.The trend of multi-polarization and economic globalization in the world is developing in twists and turns in recent years.China's economy and society are in a critical period of transition.At the same time,the world is not peaceful at all.To seize and make good use of the important period of strategic opportunities,we must proactively respond to domestic and international challenges,plan the overall development of both domestic and international markets,and promote regional economic integration.In 2013,China successively proposed the initiative to jointly build the �the Silk Road Economic Belt� and �the 21 st Century Maritime Silk Road�,which are widely known as �the Belt and Road�.Therefore,how to coordinate the development and security in the process of �the Belt and Road� and achieve a dual positive interaction between the development and security has become a brand new topic in the field of national security strategies.As is known to all,B & R is both an opportunity and a challenge for national development and security.B&R promotes the coordinated development of the Eastern and Western regions of China,accelerates the economic growth and the improvement of living standards in the areas along the route,and helps to eliminate the foundation of the growth of the�Three Evil Forces�.By enhancing the communication of ethnic groups,diversified religions and cultures,and arts in the countries along the route,B&R manages to strengthen the understanding and mutual trust among different ethnic groups,eliminate contradictions and conflicts between countries along the route,and help maintain the security and stability of areas along the route.However,B&R involves more than 60 countries and regions in Eurasia where the political and economic systems,ethnic and religious cultures are completely different.As a result,these factors may lead to competitions among large countries,territorial disputes,ethnic and religious conflicts,energy security and marine interest security issues,terrorist violence,and crimes such as drugs and kidnapping that are rampant in areas along the route,which are likely to threaten the national development and security.Faced with the challenges of the national development and security,China should take "the Belt and Road" as an opportunity to strengthen pragmatic cooperation with countries along the route,seek common interests,enhance mutual trust and mutual benefit,and seek collaborative development.Also,China should establish and improve bilateral or multilateral security cooperation mechanisms and joint efforts should be made to cope with the development and security issues and maintain the stability of the countries and regions along the route.By accelerating the improvement of the national security strategy safeguard mechanism and strengthening the top-level design,with the guiding principle of the overall national security concept,China must strengthen the foundation of institutionalization and legalization of national security.Furthermore,in order to promote the smooth implementation of �the Belt and Road� initiative,it is of crucial importance for the country to continuously improve the supporting mechanisms,such as the Asian Infrastructure Investment Bank and the Silk Road Fund regarded as�Two Wheels of the Car� and �Two Wings of the Bird� separately,which may,consequently,help build the�the Belt and Road�.
