Study On The Social Organization Fostering In Xinyi

With the rapid development of our economy and social transformation,the traditional government functions have been unable to meet the increasingly complex and diverse social service needs of the public.Social organizations play a role in making up for the double failure of the government and the market.Although the government constantly innovates the management system of social organizations and promotes the construction of social organizations,there are still a series of problems affecting social organizations alone.The problems encountered in the process of social organization cultivation in Xinyi City are also universal in other cities in China.They are the epitome of the overall problems in the development of social organizations in China and provide intellectual support to the innovation construction of social governance in Xinyi City.Research on the cultivation of social organization is necessary.Based on the background of the innovation of social governance,this paper aims at exploring how the government can effectively promote the development of social organizations during the transition period from a single government subject to a pluralistic governance subject.Through literature research method and empirical research method to sort out the cultivation means of social organization in Xinyi city,focusing on the implementation and effect of conventional mode,incubator model and public interest venture capital model,the paper draws a conclusion that the service items in Xinyi city run in an orderly manner.The conclusion that the social organization grows gradually and the demand of public service is satisfied is concluded,and the problems existing in the cultivation of social organization in Xinyi City are summarized,such as the low efficiency of resource integration,the neglect of cultivating model goods.The degree of professionalization of social organization staffs is increasing slowly,the supporting policies are not perfect.Finally,the author analyzes the reasons from the government,the social organization and the social environment,and puts forward some suggestions for further optimizing the cultivation of the social organization:first,the government should strengthen the effectiveness of guidance,such as improve policies to support the development of social organizations.Actively explore the multi-dimensional evaluation system.Secondly,social organizations should improve their initiative,such as improving their own level of business,strengthening the credibility of social organizations,and improving the level of service management of supporting institutions.Thirdly,to create a social environment conducive to the development of social organizations.For example,we should strengthen the encouragement of talents,construct the market-oriented cultivation resource platform of social organizations,improve the training and appraisal system,etc.The research and innovation of this paper is mainly carried out under the background of social governance innovation.The county level cities,which are the leading regions of economic development,are selected as cases to study the effectiveness and problems of their social organization cultivation.From the perspective of management,this paper puts forward some suggestions on how to guide the development of social organizations in the transitional government,hoping to provide reference for the realization of co-construction and co-governance and sharing as soon as possible.
