Research On The Flattening Emergency Command System Of The Public Security Organ In Urumqi

Urumqi,as the capital city of Xinjiang,is the political,economic,cultural and transportation center of the whole region,and it is the a transport communication hub connecting the China's mainland with Western Asia and Europe.Its special geopolitical background,complex geographical environment and ethnic and religious issues under multiculturalism have made it a national separatist force,violent terrorist forces,and extreme religious forces(referred to as the three forces)to carry out separatist activities and create various types of violent terror.The place of choice for activities.How to improve the ability of public security organs in Urumqi to cope with sudden public events,how to realize the scientific,precise and rapid command and dispatch in the process of crisis management has become a major issue.This paper analyzes the current situation of the flat emergency command system of the public security organs in Urumqi,taking the typical experience of the “12.15” incident in the Urumqi High-tech Zone(New Urban Area)as an example.Analyze the advantages and disadvantages of the existing flat command system in dealing with public security emergencies,and propose the improvement and countermeasures for the emergency command system mechanism in Urumqi public emergencies in view of the special nature of Urumqi geography.
