Research On The Flattening Mechanism Of Public Security Command And Dispatch

With the development of economic and society,criminal actives have become increasingly complicated as accidents that easily transform into hazardous behaviors frequently happen.New social security circumstances require public security organs to act with quick response in accordance with the principle of united command and effective resolution.However the command and dispatching mechanism in the existing public security fail to get rid of restrictions from traditional pattern which features with low efficiency of command,unsatisfactory command relationship and deficient combined force.Following the trend of information technology,enhancing the construction of flat-styled mechanism that associates with command and dispatching is the key measure for increasing the ability and efficiency to deal with emergencies in public security organs.Based on the field research,this paper combines relevant curriculum learning and literature research to analyze the problems and challenges faced by the public security command and dispatch mechanism.With the help of Organization Theory,Business Process Reengineering and Allied Campaign Theories,the innovation of flat-styled mechanism regarding command and dispatching is explored under the informational condition.In this paper,the command center command and on-site command are studied as a complete command process.In the flattened network structure under the informational conditions,the process reengineering of the command and dispatch work is realized by reducing the unnecessary information transfer nodes of the command and dispatch business process.The construction of public security center is regarded as the major role in improving flat-styled police force dispatching mechanism and united command mechanism on the spot.The key to improve the construction of public security center bases on intelligent assistant system and platform while exploring synthetic operations mechanism such as command center information center,Network Supervision Center and Propaganda Center.These provide police support,intelligence,network supervisor and guidance of public opinion to on-scene commanders who aim to make effective combination of event control and social control.To enhance the construction of flat-styled mechanism regarding command and dispatching,it is crucial to achieve “One Button Alarm” that connects public security organ(Municipal Bureau,Sub Bureau,police station)by “110” receive-disposal alarm.With the joint assessment from three level,character of events and the degree of severity,the police jointly come to scene who carry out key monitoring to reduce the time wasted in delivering information and improving the ability of quick response achieving quick information acceptance,quick response and quick countermeasure.To improving the construction of united command mechanism on the spot,the main point is to form “A Picture” that relates to on-scene command in order to integrate on-scene police resources,share changeable information at the scene,sort out command relationship,enhance modular duty model and strengthen united on the spot with cooperation of police force.The innovation of flat-styled mechanism regarding command and dispatching is in great demand of quick response,unified command and coordinated actions.The reconstruction of flat-styled internet organizational structure and recreate procedure of command and dispatching contributes to “integration of three flows”--the information flow,business flow and management flow to adapt to the new requirement in terms of public security dispatch system under the informational conditions.
