| As a labor security work involving national economy and people’s livelihood,it plays an important role in managing society and supervising the implementation of relevant laws of labor security.Nowadays we’re constructing harmonious labor relations,but labor disputes still occurs due to the downturn of current economic,decline of enterprise profit and even management difficulty.The severe situation poses new challenges to the work of labor security supervision,and the traditional mode of labor security supervision can’t adapt to the increasingly heavy task.In the report of the 18th National Congress of the CPC,for the first time,the"strengthening labor security supervision" was written into the party’s programmatic documents,requiring the labor security supervision department to effectively strengthen the protection of the legitimate rights and interests of laborers,and build a harmonious labor relationship,reflecting the party.The central government attaches importance to labor security supervision.How to give full play to the efficiency of labor security supervision has become the focus of current attention.Based on the work responsibilities of China’s labor security supervision,this paper applies the governance theory and the new public service theory,by using the methods of literature research,field investigation..etc.,and take the labor security supervision of Longwan District as the empirical research object,it analyzes the complex labor dispute situation that it faces,and considered that small and medium-sized enterprises account for the vast majority.The proportion of"low,small and scattered" enterprises and the labor intensive enterprise is high,and the concept of enterprise management is relatively backward,which makes labor disputes very easy to occur.The grassroots labor security supervision department has insufficient work level and weak monitoring power.It faces problems such as undetected illegal activities,insufficiently handled,uncoordinated coordination between departments,and insufficient information sharing in cases.It pointed out current problems in this department from the interview and investigation of inspectors in district level and its subordinates institution,we also collect various types of information and data and combines the four main duties of this institution:labor security supervision and publicity,inspection,accepting and reporting complaints and investigating illegal cases,thus we know the main problems are:low propaganda influence,low accuracy and timeliness of daily inspections,unsatisfactory reporting channels,and poor departmental connection hindering the investigation of cases.This paper also focuses on the reasons of the problem from the three aspects of concept,system and action,including the lag of work concept,the lack of necessary work system,and the restriction of monitoring activities.Finally,under the goal of fully fulfilling the duties of labor security work and the modernization of governance capacity,this paper gives some suggestion to the relevant policy recommendations of promoting labor security supervision work.. |
