Since the reform and opening up,the living standards of the Chinese people have been fully improved,but the gap between the rich and the poor is also widening.As an important means of maintaining economic stability and regulating income distribution,the social security system cannot be ignored.This paper starts from the perspective of fund allocation efficiency,and uses macro data from the Statistical Bureau of China,the Ministry of Finance and the Human Resources and Social Security Communique over the years,combined with data from the 2013 China Health and Retirement Longitudinal Study(CH ARLS)to analyze the current distribution of social security redistribution effects.This paper separates the effect of social security on the redistribution of income into three aspects,and finally comprehensively use macro and micro-data results to make suggestions for China's social security development.This article comprehensively uses the macro data of social security and its various project expenditures,uses the Gini coefficient and Grey Relational model,to measure the redistribution effect using the and analyzes the fund allocation efficiency of social security.Through macroeconomic research,the paper concludes that China's current social security expenditures are relatively small.In recent years,social insurance expenditures have still accounted for the most important part of social security expenditures.Through the Grey Relational analysis,it is concluded that there is a strong correlation between them,indicating that social security spending may play a role in narrowing the income gap.The paper uses the mean of inequality index to measure the effect of redistribution and the output of capital allocation in the micro-observation part,comprehensively uses the changes of the three inequality indicators:Gini coefficient,Theil index and Atkinson index to measure the redistributive effect of social security.The measurement of microdata is based on the decomposition analysis,and micro-research shows that the social security system has played an active role in alleviating the income gap.This article measures the redistribution effects within different groups of people and proves that there are certain gender biases and household registration effects in the income redistribution effect.This paper concludes that social insurance has stronger redistribution effect than social relief and social welfare.Different institutional characteristics of systems also have different household registration and gender bias.The bias.Social relief and social welfare have a more pronounced effect on the re-allocation of retired people than other people.Through the Theil factorization,the redistribution effect of social security mainly plays a role in the groups,and social insurance plays the most important role in redistribution.The redistribution effect within household registration groups has a certain degree of regression.China's social security system is in the stage of reform and development.It is of great social significance to study the redistributive effects of social security systems.In the future,social security will receive more and more attention from people,the economic significance of its redistributive effect will also be given greater scope for its use.In order to give full play to the effect of social redistribution on income redistribution,the current social security system needs further reforms to increase the efficiency of fund allocation for social security,gradually eliminate systemic barriers,and improve its ability to regulate income distribution.
