Research On The Mode And Strategy Of Government Data Management In Large Data Environment

With the improvement of information technology and the rise of big data,government data management has received more and more attention.The application of information science based on the development of network and communication means has become inseparable from the administrative functions of the government.The public's demand for government data is increasing.The government also organically combines the providers and demanders of government data through the establishment of a government information sharing platform.At the same time,in the context of big data,these data are open to users as much as possible.Data management is to promote government data sharing,improve collaboration between various parts of the government,maximize the value of data,and maximize the quality and efficiency of public services.In terms of policy,Dalian City attaches great importance to government data management.However,government data management is still very lacking in the big data environment.On the one hand,there is no specific government big data management platform;on the other hand,there is no systematic government data management system.Therefore,the data management of the Dalian Municipal Government is imminent.Taking Dalian as an example,this paper investigates and analyzes the status quo of data management of Dalian Municipal Government and understands the experience and achievements of Dalian Municipal Government in data management.Through the research on the construction status of the Dalian Municipal Government Data Center,the Dalian SME Data Management Platform,and the Dalian Municipal Government Big Data Center,the main problems in the data management of the Dalian Municipal Government were found: the government data management system is not perfect,and the data management content system is not Perfect,digital life cycle management links are missing,etc.In order to solve these problems,this paper proposes the data management model of Dalian municipal government based on literature research,digital governance theory and digital life cycle theory: from the perspective of government data governance,Dalian government data governance Efforts should be focused on top-level design,with overall control from the planning,monitoring,and execution levels to manage the entire lifecycle of government data.In accordance with the entire government data life cycle,based on policy,talent development,application platform and feedback assessment as the basis of the security system,the entire process of data discovery,data analysis,data resource construction,data visualization,data preservation,sharing and consulting management and maintenance,The data products are provided to users by sharing,information or push,and the user feedback information is analyzed and processed.Finally,the paper puts forward the strategies applicable to the data management of the Dalian Municipal Government: first,to promote the government data governance system;second,to improve the government data management process with key areas;and third,to promote the use of results to benefit the people's livelihood and serve the society.With the continuous development of the big data environment,government data management should promote the integration of government big data and small data through platform construction,and apply to the people's livelihood in the fields of medical and health transportation,etc.,and make decision-making reference to promote social services through the results of data analysis.To play the role of government data management.
