Research On The Improvement Of Governmental Responsibility In Children Living In The Difficulty

In recent years,with great changes have taken place in family structure and function,a new social vulnerable group,namely Children living in the difficulty,has been created.As a result of the lack of family responsibility from their parents,the family appeared to be incomplete or even collapse.And that led to such a terrible situation that their parents were unable to accompany children,who faced with difficulties in life promotion and social communication,such as lack of emotional support,living security,education guidance and even social exclusion during their development.This study takes Children living in the difficulty from S area of Shanghai as example,and gets well understand of the real difficulties existing in individual,family and society.Also,it analyzes the problems of the government's responsibility in the current situation of children's protection,and puts forward policy suggestions.The study mainly uses the method of interviewing,observing and literature reviewing to collect information.Study found that due to the lack of family responsibility,Children living in the difficulty are facing with the lack of family emotional support and social communication ability,family security causing by economic,education and care pressure,social security causing by the non-sustainability of assurance at the kinship level,the weak sense of responsibility at the non-kinship level.Based on this,the government makes up for family responsibilities mainly by means of institutional,financial and administrative support,introducing social forces.However,there are also some problems,mainly including the inefficient social security system,lower financial support,the limitations of the administrative services,and the strengthening of supervision and management of social organizations and so on.The government plays an important role,which needs continuous improvement.Based on the situation of Children living in the difficulty in S district of Shanghai,this study proposes targeted suggestions by referring to the experience of some developed countries and regions.Firstly,on the premise of policy-making,strengthen the concept of children's rights and the child-led,multi-level institutional guarantees.Secondly,take financial support as the key,gradually build a family supporting social policy to give family economic,education and care support.Thirdly,with supervision and management as the guarantee,increase service purchase and strengthen supervision and management of social organization.
