Research-analysis And Outlook On International Legal Issues Of Security Cooperation On Law-enforcement In Mekong River Basin

Four Countries of China,Laos,Myanmar and Thailand made decision on carrying out joint-patrol and law-enforcement(JPL)on Mekong River for enhancing control and administration to the "golden channel" after the "October 5th tragedy" occurred in 2011.The JPL operations with the high appraise from each participant has been carried out for seven years.China,as the Advocates and one of participants,always unswervingly and positively promote the JPL operation for the prosperity and stability in Mekong river basin.As to June 2018,the JPL operation had being carried out for 71 times,with over 600 patrol vessels,flight time over 2300 hours,distance over 36,000 kilometers(19,000nm),checked ships and cargo over 10,000 tons,several drug criminal uncovered,showing the significant reality meanings and deterrent power of the JPL operation under the advocate and effort from China with cooperation of other participated parties.Chinese prime minister Li Keqiang proposed the initiative of establishing Lancang-Mekong river cooperation(LMC)mechanization,then got a positive response from Mekong-river-countries on the leaders' meeting of 17th China-ASEAN in November 2014.The LMC and JPL continues to develop strongly and the achievements are:2 times of LMC leaders' summits,3times of LMC foreign ministers' meetings,and LMC high officers' meetings,numbers of consensus and concrete opinions have been reached to lay a solid foundation for promoting LMC.The thesis is in the perspective of the Mekong river JPL and as theoretical starting point,fully utilizing the knowledge of international law,international relations,and part of the military theory,reference to other international river(multi-rivers)on the successful experience of multilateral security cooperation,On the basis of the objective reality of the Mekong river basin,analysis to establish the Mekong river basin international security cooperation agency even the necessity,feasibility and basic steps,the problem such as functional organization divisions for such international intergovernmental organization's establishing,preliminary fiction an international organization,make the legal basis of this region international cooperation more clear,functional design more perfect,divisions running more mature,so that provides a practical basis for the further development of international law.
