The Mekong River is the most important international river in Southwest China and Southeast Asia,involving six countries including China.Because of the difference of national development needs,the contradiction of water resources is prominent,which arouses the long-term attention of all parties inside and outside the basin.Most studies on Mekong river basin cooperation focus on benefit sharing,which can bring opportunities for cooperation.A few scholars begin to pay attention to the construction of benefit sharing mode,but there is little discussion on the interest preference of actors in the basin and the specific practice of China's benefit sharing in Mekong River governance.Water benefit sharing is an important way to realize the fair and reasonable utilization of transboundary rivers.Based on the theory of benefit sharing,analysis of China and the Mekong river countries what are the conflicts between different interest demands,investigate from participating in the original leading mechanism to build governance mechanism in the process,China respectively how to share interests with downstream countries,there is what problem,so as to better China realize the coconstruction and sharing of the discuss of the Mekong river basin management are proposed.It is found that natural environment,different development patterns and complex geopolitical background are the reasons for the conflicts of interest between China and the lower Mekong countries.Conflicts of interest mainly focus on the competition for water between sovereign states and the resulting political and security considerations,the conflict between the state and non-governmental organizations on the ecological environment,and the social conflict between enterprises and local residents.In the past,China cooperated with downstream countries mostly through economic,environmental and hydrological information exchange,and such cooperation was characterized by reactivity and fragmentation.The establishment of the LMC mechanism and the adoption of the "3+5" cooperation framework have further enhanced the creation and sharing of economic benefits and brought about increasingly effective political benefits.With its systematic and long term advantages,the LMC mechanism has laid a solid foundation for reducing conflicts and comprehensively cooperating.Nevertheless,it is important to realize that the water-centered cooperation must focus on the benefits of the river itself,namely the sustainable development of watershed ecology,which is also the weak point of the current cooperation.In addition,the importance of relevant downstream countries to the LMC mechanism also needs to be further evaluated,and the basic research on interest appeals should be improved.On the basis of summarizing China's experience in the governance of the Mekong River,and in response to the challenges faced by benefit sharing,we put forward some thoughts on the steady advancement of the Lancang-Mekong cooperation in the future.,To promote an institutionalized water cooperation mechanism;the second is to consider can be accepted to form an all-round multi-subject governance structure.The third is to build international norms of shared interests and build a virtuous circle of trust between countries based on water as the lifeline of human development.
