Study On The Internal Control And Management Of Social Services Procurement By Administrative Institutions

In recent years,a variety of innovative methods has been taken by the government in providing public services,and the mode of providing has undergone significant changes,the scope of market access has been expanding.the government's opening to the market and the society has been strengthened continuously.The power hidden in different sector of society has been released to participate in the supply of public services and it has effectively met the needs of the public service of the whole society.In 2013,the State Council issued opinions on the government's procurement of services from the society.The "Opinions" mentioned that in the "Twelfth Five-Year Plan" period,administrative institutions should set up a sound system of social services procuring in accordance with scientific norms and standards,and the scientific mechanism of social service procurement should be established as well.by 2020,administrative institutions will have been implemented a procurement service system nationwide.In 2013,Yunnan Provincial Government issued a notice on the procurement of social services for itself.The formulation and implementation of the Notice promoted the development of the province's procurement of social services.And Some defects and deficiencies in the social services procurement have emerged,which greatly affected the quality of public goods provided by administrative institutions.to promote the rapid development of public utilities,The Central Committee of the Communist Party of China and the central government proposed to ensure the quality of public service through the reform of government institutions and the establishment of a sound internal control system.As an important functional department of the Yunnan Provincial Committee of CPC,the Party School of Yunnan Provincial Committee of CPC has carried out a lot of practice in procuring social service,and has made many explorations on strengthening the internal control management of it.Taking a perspective of the status quo,problems and development requirements of the internal control management of social services in the administrative institutions,especially in the Party School of Yunnan Provincial Committee of CPC,This paper explores and analyzes the social services' procurement,information system's construction,financial work's management.And this paper,through literature analysis,focusing on management organization structure,financial management,government procurement,performance evaluation,discipline inspection and supervision,information construction and other aspects,carries out an in-depth exploration of problems in the establishment of systems,assessment management,budget formulation in the internal control and management of social service procurement in the Party School of Yunnan Provincial Committee of CPC.On this basis,this paper tries to find the causes of these problems,and trying exploring and finding ways and strategies to solve such problems.After investigating and comparing the internal control management experience of social services in the Yunnan Academy of Art and the Party School of the Shanghai Municipal Committee of CPC,This paper provides valuable reference for decision-making and management implement for the Party School of Yunnan Provincial Committee of CPC and administrative institutions in relative fields.
