The Chinese government has now defined environmental protection as a basic national policy related to sustainable development in the future.The integrated management of water resources,water environment and water ecology in river basins has become an important area of modem national govermance.However,with the complex situation of water environment and frequent water pollution accidents in recent years,people began to reflect on the current water enviroument supervision model,trying to innovate the current water environment supervision model,in order to improve the current situation of weak supervision.Therefore,urgent need for comprehensive analyze the existing problems of Chinafs cross-administrative water environment supervision model,and put forward some pertinent suggestions for the existing problems,in order to fundamentally solving the practical problems in Chinafs cross-administrative water environment supervision.The first part of the article combs the main modes of water environment supervision in China,namely regional supervision mode,unified supervision mode and mixed supervision mode.This paper briefly introduces the concrete connotation of the three modes,and explains the innovation of the river length system in China in combination with the river chief system in Hainan Province.The second part is the analysis of the problems existing in China’s cross-administrative water environment supervision model.That is to say,there are five problems:imperfect legislation,unreasonable set-up of water environmental regulatory agencies and functions,poor operation of co-ordination and cooperation mechanism among administrative divisions,imperfect assessment and accountability mechanism for water environmental supervision and management across administrative divisions,and low social participation in water environmental supervision across administrative divisions.The third part is for the above five aspects,combing and analyzing the corresponding countermeasures as follows.First,improve the legislation of water environment supervision across administrative regions.Through drawing lessons from foreign special legislation on trans-regional water environment supervision,the legal system of cross-administrative water environment supervision in China will be improved.Secondly,optimize the establishment and functional division of water environment trans-regional regulatory bodies,and improve the establishment of water environment trans-regional regulatory bodies and scientifically divide the functions of relevant departments on the basis of drawing lessons from the comprehensive regulatory system of foreign water environment trans-regional.Thirdly,we should improve the mechanism of co-ordination and cooperation among administrative divisions of water environment supervision.Fourth,we should improve the accountability mechanism for water environmental supervision across administrative regions,strengthen the assessment and accountability mechanism,and improve the criminal accountability system.Fifthly,we should expand the main scope of eross-administrative water environment supervision,give flill play to the role of third-party services in cross-administrative water environment supervision and introduce public participation mechanism.
