Across The River Basin Water Pollution Problems In Xinjiang Region

As a kind of environmental resource, being developed and used by the human, water isbeing polluted by a certain degree. The pollution will affect the industrial and agriculturaldevelopment. Meanwhile, it will also affect people’s drinking water safety andregionalecological security. As a water resource, prevention and control of river basinpollution has aroused people’s great concern, such as the " Ten Years Management of HuaiRiver" and so on. At present, local water pollution phenomenon exists in our river basin. Inthe prevention principle, adhering to the ecological made environmental protection concept ofpriority areas, we actively practice the most strict water resources management which wasproposed in the central document in2011. We give excellent suggestions to the preventionand control of water pollution in Xinjiang.As a summarization, the first chapter of the paper exposittes and definites the relativeconcepts. The cross administrative areas in this paper means the river basins at the countylevel across different administrative areas in Xinjiang uygur autonomous region.It also simplystates the water quality in Xinjiang. So there is a water pollution problem in across riverbasins. At the same time, this chapter states influence of the water pollution.The second chapter sorts out and analyzes relevant provisions of regulations on theprevention and control of water pollution across the administrative region basins in thenational legislation and the local legislation in Xinjiang uygur autonomous region. It alsosummarizes the prevention and control of water pollution to the provisions of the river basin.At present, our country is taking the dependency management and department divisionmanagement principle (for river basin water pollution control, in accordance with theadministrative districts division management, each department in accordance with theauthority the division management) and adopting the mode of combination of the keyimplement river basin management and regional management. The local specific basinregulationscan not solve problem of water pollution, because it rules prevention and control ofthe water pollution from different angles, and still adopts the divided management model, alsobecause the illegal cost is low.The third chapter analyzes the reasons of the water pollution in cross administrativeareas in Xinjiang, the causes of pollution are the natural reasons and artificial reasons (such asurban life wastewater, agricultural production, and industrial production). As for the system reasons basin of water pollution is mainly because of the mode of the management which isthe division of the department, which is difficult to form the unity management of quality andquantity of the water. Local legislation lacks the discharging standards of water pollution andrelevant system. Above common roles are not good for the prevention and control of thewater pollution in Xinjiang.The fourth chapter tells the legal thinking to improve the prevention and control of waterpollution in cross administrative areas of Xinjiang. First of all, our country should uniformlegislation, eliminate the rules which are not harmonious, formulate the WatershedAdministration Law, and establish the principle which is regarding the river basinmanagement as the first and the region management as the second. Using the successfulexperience in Liaoning province,the local legislation actively exercises local legislativecompetence, constructs new river basin management mode by formulating the specific riverbasin management regulations and focus on river basin management authority. At the sametime, it perfects the relevant system in local legislation(such as confirmation of the totalamount control system of river pollution, the formulation of standards for pollutants dischargeriver basin, the introduction of " the cumulative punishment by days", the perfection of thepublic participation system and the strength the administrative cooperation).
