| Since the 18 th National Congress of the Communist Party of China,the construction of deliberative democracy of socialism with Chinese characteristics has gradually become the focus of attention from all walks of life at home and abroad,especially Chinese scholars,who have paid close attention to the process of relevant theoretical study,made a further exploration of theory and gained numerous achievements.As an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,Xi Jinping Concept of Deliberative Democracy is the vital impetus for the country to make a scientific and steady development in the new era.Therefore,it is of great theoretical and practical significance to strengthen the research on Xi Jinping Concept of Deliberative Democracy.President Xi’s speech in celebration of the 65 th anniversary of Chinese People’s Political Consultative Conference and the report of the 19 th National Congress of the Communist Party of China,are the system,scientific and comprehensive discussions and summaries of the request,connotation and advantage of Deliberative Democracy,pointing the development of Socialist Deliberative Democracy in the right direction,not only for guding the work of Deliberative Democracy,but also for the construction of Socialist Democratic Politics with Chinese Characteristics.The Study focuses on the content analysis of Xi Jinping’s Concept of Consultative Democracy.By analyzing the content,it combines the theory with China’s social reality,exploring the guidance of theory on practice.From the starting point of the requirement of Socialist Deliberative Democracy in new era in the report of 19 th National Congress of the Communist Party of China and the perspective of Scientific Socialism,the study applies literature study method,logic approach and empirical analysis in accordance with the "what,why and how to implement" framework,highlighting the combination of theory and practice,the systematization and profundity of thought research,and the application of theory in social practice.It is important to make Xi Jinping’s Consultative Democracy up-to-date,innovative,scientific,systematic and practical,and of great theoretical value and practical guidance.This paper is divided into four parts: the first part is the introduction,which introduces the background and significance of the topic,research content,research status at home and abroad and the basic concept of the definition;The second part mainly discusses the theoretical and practical basis of Xi Jinping’s Concept of Consultative Democracy,emphatically analyzes Marxist Theory of Democracy,Western Deliberative Democracy Theory as well as the influence of traditional excellent Chinese culture on the theory,and exploring the formation of Xi Jinping’s Concept of Consultative Democracy from different historical stages;The third part discusses the scientific connotation,basic characteristics and contemporar y value of Xi Jinping’s Concept of Consultative Democracy.On this basis,the fourth part focuses on how to play the role of Socialist Deliberative Democracy,promote the extensive and multi-level institutionalized development of Deliberative Democracy,and explore the practice path in combining theory with practice.The innovation of the paper lies in the comprehensive analysis of the practice path,adherence to people’s main body status,and emphasis on the subjective initiative.It is of great significan ce to grasp the public attitude towards the demands and interests,pay attention to the efficiency and methods of consultation work,gain the support and affirmation of the people,and see the new requirements for Deliberative Democracy in new era.We also need to make the construction of Deliberative Democracy follow the trend of times,keep innovative,and seek truth from facts. |
