The Legal thinking is the thinking mode to analyze and solve problems,according to a certain logic,and based on the law,legal principles and essence of the rule of law.Executive junior civil servant is the one who execute the administrative power and contacts social people directly,In the course of its administration,it's legal literacy relating to the government's image,and construction of rule of law government.However,the current executive junior civil servants,some of them influenced by the concept of the rule of man,and ignoring the legal effect;some treasure power thinking,and destroy the rule of law environment;some lack of the concept of service,and administrative inefficiencies,so it is necessary to cultivating the legal thinking of junior civil servants.First of all,to improve the executive junior civil servant's legal literacy,by improving the access threshold of civil servants' legal quality,and enhancing training,increasing the assessment legal thinking's contents in the assessment.And constructing the legal environment of fostering the rule of law thinking,through establishing administrative organ's legal environment and the social legal environment.In addition,it also requires to provide in the basis of legislation and judicature,improves the civil service legal thinking training system,and by the way of examination and reward to test and guarantee the effects of legal thinking training.Unless doing the requirements above,can cultivate the legal thinking of junior civil servants,which in turn is conducive to self-construction of executive junior civil servants,in favor of the legal government building,and in favor of national integration of the rule of law.
