In the current economic situation,the express delivery industry should be placed under the supervision of the theory of regulatory law.As a component of Economic Law,the market supervision law should also follow the basic concepts and logic of Economic Law.Through the analysis of the concept of legal supervision in the express delivery industry,the characteristics of the express delivery market and the necessity of supervision,thus sorts out the current legal supervision basis,and puts forward suggestions from the improvement of the supervision law of the express delivery industry,the improvement of the supervision subject system,the application of the supervision mode and the improvement of the supervision content.With the improvement of the legal system,we should pay attention to the unification of the entire legal system,remove some repetitive regulations,and integrate existing legal resources to make the law enforcement basis more intuitive and concise.With the improvement of the supervisory subject system,in view of the current phenomenon of end-of-delivery delivery,it is advocated to establish an independent and authoritative regulatory agency and a specialized grassroots supervisory team in the express delivery industry.From the perspective of responsive regulatory theory,a supervision system with joint supervision of multiple parties has been established and a schematic diagram has been prepared.With the application of the supervision method,in addition to the relatively feasible suggestions for the two new types of supervision methods such as “meet to discuss” and “random inspection”,it pays attention to the comprehensive application between various supervision methods,emphasizing various supervision methods is not absolutely opposite.In terms of the improvement of supervision content,from the three aspects of access and exit of express delivery market,express delivery service and express safety supervision,this paper puts forward specific suggestions from the subtle perspective,especially the relevant regulations about express delivery company.
