With the acceleration of industrialization,urbanization and informationization in China,the liquidity,sudden and concealment of crimes are increasing,which puts forward higher requirements for the efficient disposal of public security organs.At the same time,with the rise of the construction of service-oriented government,the people's demand for the quality of government service is also getting higher and higher.As a functional department of the government,public security organs serve the masses is also one of the basic work of public security organs.Since the establishment of 110 alarm service desks throughout the country in the 1990 s,there has been a surge of public security organs serving the masses.With the rapid response,110 has quickly become a well-known alarm service phone for women and children throughout the country.At one time,public security organs have assumed more social responsibilities,to a certain extent,it has brought closer the relationship between the police and the people,improved the satisfaction of the masses and social credibility.However,after years of development,with the diversification and diversification of the needs of the society and the masses,a large number of ineffective alarms and non-police situations have increased year by year.The work of receiving and dealing with police in 110 public security organs has become cumbersome and heavy.The work of non-police help-seeking service has not only greatly weakened the ability and level of public security organs to combat illegal crimes and maintain social stability,but also greatly undertook the non-professional connection.To a certain extent,the police style also intensifies the contradiction between the police and the people,weakens the authority of police law enforcement,and affects the relationship between the police and the people.This phenomenon is not only caused by the unclear boundaries of laws and regulations,the low participation of the rest of the government and society,and the lack of self-discipline of the masses,but also by the internal management of the public security organs.How to plan scientifically as a whole and rationally so as to serve the masses well while reducing the burden of receiving and handling police service is an important issue facing public security organs at all levels.We must further standardize 110 receiving and handling police work from the perspectives of the public security organs themselves,the government,the people and society,in order to improve service efficiency,the satisfaction of the masses and the public.Authoritativeness and credibility of law enforcement by security organs.In this study,the author mainly chooses Qujing City,Yunnan Province.Taking Q District of Qujing City as an example,through the field investigation of Q District 110 Command Center of Qujing Public Security Bureau,the author finds out the main problems existing in Qujing Q District 110 receiving and handling police service,makes a thorough analysis of the main causes of the problems,and draws lessons from the construction of 911 Emergency Communication Center in the United States and Hong Kong Special College.This paper puts forward some countermeasures and suggestions to improve the service of receiving and handling police in Q District 110 of Qujing City,based on the advanced model of industrialized receiving and handling police force construction and the experience of receiving and handling police service in more developed cities such as Shanghai,Yueyang and Zhuhai.In view of the prominent problems existing in Qujing Q District 110,such as ineffective alarm and more non-police situations,low quality of receiving and handling police work and low satisfaction of mass security,the following five aspects are explored in order to enable 110 to respond quickly and provide more high-quality services to the masses: first,to clearly standardize the scope of receiving and handling police services at 110;second,to rationally divert 110 receiving and handling police non-police situations;and third,to rationally divert 110 receiving and handling police non-police situations;To further improve the internal operation mechanism of 110 receiving police;Fourth,to improve the comprehensive quality and professional identity of 110 receiving police and auxiliary police;Fifth,to strengthen the construction of police public relations and improve the satisfaction of public security.
