Study On Reform Of Integrated Law Enforcement System Of Urban Management

In 2015,the district naming W of C city become an experiment site area in it to carry out the comprehensive administrative law enforcement system reform.And after years of trial reform though some achievements have gotten problems like comprehensive administrative law enforcement system reform is still insufficient legal basis,a line of law enforcement power configuration,the relationship between the comprehensive administrative law enforcement system reform after the department has yet to straighten out,and the society of the comprehensive administrative law enforcement acceptance of deficiencies are still exposed.Taking the comprehensive law enforcement system reform in W district of C city as an example,this paper conducts an empirical analysis and investigates the achievements and existing problems in the process of urban management system reform for the existing problems and the author thinks that.Firstly,to gradually optimize the urban comprehensive administrative law enforcement main body,combined with the city's comprehensive reform of administrative law enforcement system,further optimizing the municipal and district urban management department of power list and responsibility list,combing involved in the process of law enforcement of administrative punishment,administrative coercive power,administrative permission power.Secondly,Secondly,the scope of duties and responsibilities of comprehensive urban administrative law enforcement should be defined scientifically,so as to avoid overly broad management of comprehensive law enforcement agencies.While giving full play to the role of comprehensive law enforcement,it is suggested that provincial governments strengthen overall planning on the basis of differentiated pilot,the function allocation of urban management law enforcement agencies should be unified and we will systematically promote the building of a contingent of urban comprehensive administrative law enforcement agencies.Finally,relying on the urban comprehensive law enforcement information sharing platform,we should make full use of various technologies and means,such as grid and big data analysis,to assist decision-making and timely supervision,and turn end law enforcement into source control.
