Publicity is not only the core of economic law,but also the theoretical basis of its objectives and system and the embodiment of legal principles.The government bears the responsibility of supervision and management and guarantee in the economic operation of our country.With the reform and opening-up of our country going into a deep-water period,on the basis of PPP project involving a wide range,large investment,large risk,involving many stakeholders,long project cycle and complex decision-making content,the central and local governments are constantly trying to introduce a special third-party evaluation mechanism for understanding.Resolve the existing system guarantee problems of PPP project.This article combines the domestic reality and the present PPP project operation situation,according to the more perfect foreign PPP project model,points out the problems involved in the current PPP project,and proposes to construct the third-party evaluation system of PPP project through legal means,so that the whole life cycle of PPP project is assessed by the third party,in accordance with the public requirements of PPP project,so that the third party evaluation of PPP project can obtain the legal layer.In this way,the PPP model will embark on an independent,standardized and legal road,and add new vitality to the construction of public welfare undertakings in China.
