Grass-roots Letter Work Predicament And Countermeasures Research

The petition system is a characteristic political system in our country,and the grass-roots government departments,as the departments closest to the common people,have played an important role in helping the common people safeguard their rights over the years.Compared with the judicial procedure,the petition system is more convenient,direct and less costly,so most people think of solving the problem through petition channels when their rights and interests are infringed.But at the same time,we should also see that with the rapid development of economic construction,our country is in the social transformation period,and there have been many sharp problems in the grassroots petition work in recent years.The grass-roots government faces all kinds of problems and demands.It does not have the power of decision and disposal authorized by government departments or the power of law enforcement by judicial departments.The handling of letters and visits is rather difficult.This not only affects the credit and image of the grass-roots government,but also tends to cause social disharmony.Based on this background,the article makes an in-depth study of the grassroots petition work.This paper takes the petition work in C County as the research object and adopts three methods to analyze and study it.First of all,by using the method of literature research,the paper systematically sorts out the literature of grassroots petition work in recent years,and sums up relevant theories and experiences.Secondly,using the case analysis method,through the analysis of some typical petition cases in C County,the common problems of grassroots petition are sorted out.In the end,through on-the-spot interviews with several petition-related units and township governments in county c,we can get close contact with petition staff and petitioners,obtain more reliable data and information,understand the practical difficulties of petition work,listen to petitioners' demands,learn the reasons why they chose to petition to meet obstacles in the petition process,understand the confusion of petition staff in handling petition cases,and learn from the effective experience and practices of grassroots petition departments in practical work.The article is divided into four chapters: The first chapter is an introduction,which mainly describes the research background,significance,development status,research content,methods and innovation points.The second chapter is the relevant definition and theoretical basis,laying a theoretical foundation for the writing of the paper.The third chapter is the analysis of the current situation,dilemma and causes of the petition work in C County.It objectively describes the common problems existing in the petition work at the grass-roots level,and explores the main causes of the contradictions from the macro,meso and micro levels.The fourth chapter is to put forward targeted countermeasures and suggestions to improve the grassroots petition work.
