A Study Of The Problems And Countermeasures In The Work Of Letters And Visits At The Grass-Roots Level

With the development of the times,the transformation of government functions,and the enhancement of people’s democratic awareness,the number of grassroots people’s petitions is increasing,and the types of problems reflected are becoming more diverse.Grassroots petition work is facing many new problems and challenges.Due to the strict assessment of "cross level visits" by higher-level departments and the adherence to the principle of putting interest and visits first,grassroots governments are more passive in solving petition problems,often adopting methods that meet the various requirements of petitioners and not starting from the problem itself,resulting in an increasing number of petition problems not being fundamentally solved,and the contradiction between grassroots governments and the masses is becoming increasingly prominent.This article attempts to conduct on-site investigation and research on the petition work in M Town,combining literature research,case analysis,interview method,questionnaire survey and other methods,to interview some petition residents,petition office staff,village cadres,etc.in M Town,Yinan County,classify and organize the petition problems,and summarize the general petition problems of the people in M Town.Through on-site investigation,it was found that there are some problems with the petition work in M Town: firstly,the number of petitions has been increasing year by year and becoming increasingly complex.The most prominent issue is the increasing number of 12345 hotline calls,as well as the increasing number of issues that previously received less attention from the public,such as neighborhood disputes and cadre style;Secondly,there is a prominent problem resolution and repeated visits,manifested as some of the remaining issues have not been resolved yet,and some letters and petitions have not been resolved after multiple petitions;Third,there are many difficulties in team building,which are manifested by the low professional quality of the present team of letters and visits,the difficulty in introducing foreign talents,and the lack of professional training,etc.,the main performance of the need to solve through the judicial approach has been to petition the way.In response to the above issues,the author conducted visits and reviewed case records to delve into the reasons for the problems.The main reasons for the above problems are: the opaque handling process of petitions,the need to improve the petitions environment,the weak strength of the petitions team,insufficient innovation,lack of justice,and the need to improve the legal awareness of petitions workers and the public.To address the specific and prominent issues of grassroots petitions,this article proposes to purify the working environment of petitions through the open handling process of petitions;Strengthen the county to village three-level linkage,optimize the work team of letters and visits,increase the publicity of the law,improve the ability to resolve letters and visits cases in accordance with the law several aspects,and explore templates suitable for solving petition problems at the grassroots level in China.
