The Reaserch On Innovation Of Management Function Of Jinan Municipal Direct Work Committee

The third plenary session of the 19th CPC central committee pointed out that Party's leading system and mechanism should be established and improved,emphasize its leadership among the organizations on the same level,fulfill the role as the functional departments preferably.As the resident agency to directly manage all levels of the Party Committees and grassroots party organizations in government departments,Work Committee of Government Departments should intensify its management toward Party organizations and Party members,for it is strongly related to the success of the reform toward the Party and state institutions.However,the function of Work Committee of Government Departments does not display very well nowadays.Based on the case study of Jinan municipal government work committee,innovative experience in three aspects is summarized,which includes work plan formulation,work promotion and supervision mechanism establishment,and key work development.Furthermore,through qualitative and quantitative analysis,it is pointed out that five kinds of problems exist.The mode of personnel deployment in the management mode needs to be improved,the overall quality of work is not high,the division of responsibility is not clear enough,the means and measures for mobilizing the enthusiasm of the work are lacking,and the effective restrictions toward management objects are insufficient.In addition,four issues are analysis which include the "responsibility of the same structure" problem between the working committee and the party group(party committee),the integration problem of the work between the working committee and the government departments,the responsibility is not refined and compacted,and the unfulfilled means of assessment.Combine the discussion and analysis,and learn innovating experience of rationalizing the responsibilities at all levels,establishing a coordinating mechanism,setting up a list of responsibilities,and enriching the key work management from the Xinjiang Production and Construction Corps Work Committee,the Changchun Municipal Direct Work Committee,the Guangdong Provincial Direct Work Committee and the Tianjin Municipal Work Committee,five suggestions are put forwarded.First,innovate the mechanism of work promotion,and strengthen internal linkage.Internal circulation efficiency could be achieved by establishing an internal efficient linkage mechanism and a sound supervision mechanism.Second,innovate the research and supervision mode to improve the quality of work.Through the classification management of management objects,the accuracy and efficiency could be targeted.Third,straighten out the relationship at all levels and clarify the duties of the work.By clarifying the three-level main responsibility and establishing a supporting work system,the rational division of labor and efficient cooperation between the work committee,the party committee of the department(the party group)and the party organizations of the government will be realized.Forth,innovate and optimize the assessment methods and enhance the assessment orientation.By optimizing the refinement of work indicators,enriching the assessment methods,improving the authority of the assessment,a better output of the management objects could be achieved.
