Research On The Function Of Government - Led Management Committee In The Construction Of Development Zones

Development zone, as a social economic phenomenon, originates from Italian Leghoyh Freeport in the16th century. Entering the1980s and1990s, development zone phenomenon has become a major feature and trend of the world’s economic development, and gradually become an important pillar of economic development in many countries. The establishment of development zones in China are relatively late. The production of it promotes the rapid development of China’s foreign exchange, technology progress and national economy. With the establishment of development zones, Development Zone Administrative Committee was set up. The government oriented management committee, as a mechanism of government-led development and construction management model, has both the universality of general management mode and also its own peculiarities. A studying of government-led management committee has an important significance to clear the functions of Government-led management committee, construct high efficiency of functional structure, clear the legal status of regulatory agencies and set management agencies scientifically.Through reviewing the development history, features, management model of development zone, this paper presents the basic concept of government-led management committee, and analyzes its functional connotation, function mode. Through analysis of the main issues in the functions of the government-led management Commission, the author proposes a targeted and actionable improvement measures.This paper argues that government-led management committee is facing the new situation of the rapid development of urbanization, upgrading of industrial structure, and transformation of government functions. It requires to take the following five measures: integrating the function of administrative committee, determinations of function boundary of government-led management committee, establishing efficient function structure, providing the effective service supply and strengthening the basic construction of the carrier. Through the above measures, realize the healthy development of the government-led management committee.
