A Study On Problems And Countermeasures In Supervision And Administration Of Local Governments

Supervision and management refers to the administrative behavior and management science that the government and its subordinate organizations take supervision,inspection and supervision as effective means to promote the real implementation of public policies in place and to benefit the people,with the goal of shaping a good,rigorous and efficient image of the government organization.As China's national economy gradually changes from high-speed development to high-quality development,the government's macro-control has become more and more important,and the regulation has become more and more refined.The government has to deal with more and more affairs,making it more and more difficult to put the work in place.It is under this circumstance that governments at all levels have established professional supervision and management institutions,gradually formed working mechanism,and made supervision and management become more and more normal,which has become a booster and catalyst for the government's work.Local government supervision management in our country at present stage,however,is there is a goal is not clear,the original management way,the establishment is uneven,the hardware and software facilities conditions work backward,the lack of theoretical guidance and system guarantee,authority is not high,management problems such as inadequate depth breadth,and the requirements of the party and the government,large gap between the expectation of the masses.Based on these phenomena,this study focuses on the development history,existing functions and functions of local government supervision and management in China and how to modernize them.Firstly,the development of supervision and management in developed countries represented by Europe and America is stated.Based on literatures,the development process,types and characteristics of their management systems are analyzed and the general trend of supervision and management development in developed countries is summarized.Secondly,this paper conducts a survey on the operation of local government supervision agencies in China,and summarizes the common problems of local government supervision and management activities in China.The specific process is to understand the work status,operation mode and policy implementation of local government supervision and management agencies through general investigation within the HN province of central China.On the other hand to a prefecture level city of LY choosing investigation supervision management mechanism,through the inspection notice,conduct seminars,the issuance of the visit and fill in the questionnaire face to face interview methods,detailed understanding of the present administrative supervision management mechanism and the characteristics of the prefecture level subordinate counties(districts),and in the nearby city of supervision management methods and analysis of specific examples,the depth of excavation,supporting described earlier the problem of local government supervision management in our country;Finally the supervision management of developed countries and our country compares the corresponding activities,from its national conditions,the political ecology and policy environment,management mode and so on Angle to discuss and analyze the influence of local government in our country of supervision and administration institution efficiency factor of room for improvement,put forward suitable for China's national conditions of current local government supervision management mechanism rationalization Suggestions for improvement.Based on the proposed improvement Suggestions,the last part further makes a summary statement on the operation mode and personnel composition of local government supervision and management institutions and looks forward to the new development direction of supervision and management in the new era.In the appendix part,three typical cases in the supervision and management activities of three counties(cities)under LY city are analyzed,and the theory in this paper is converted into working practice,so as to verify the correctness of the theory.
