“Supervision” refers that the higher government guides and inspects one policy,implicated by the lower government,through a supervision group.Local governments generally use the administrative resources of the inspection section or functional departments to form a supervision team;unlike a special supervision agency within the government to be responsible for related work,the functional department usually forms a temporary supervision team,similar to the project team which is to supervise and inspect the work or task.In order to achieve the will and political achievements of the leadership,the functional departments will initiate a strict implementation of the supervision mechanism during the period of central work,break the barriers of each unit within the department,and concentrate administrative resources to complete political tasks.Through the observation of Hexian County and its agricultural bureau,this study found that four types of supervision working groups were formed in the process of preparing for the assessment of Rural Living Environments' Improvement.In view of different periods of this policy implementation,the inspection work has formed four ideal types: routine work,central work,special work,and emergency work.As the time point of the third-party assessment team responsible for the assessment is closer,the time pressure is greater and the county leaders continue to pay more attention,the supervision work is shifted from routine work to central work type and from loose implementation to strict execution,which is expressed as strict standards and high frequency.With the departure of the third party,the organizational structure has transitioned from a multilevel to a single level,the degree of strict implementation of the inspection team and the coordination of township work have gradually decreased,and the supervision work has tended to be implemented flexibly,which leads to the collusion between the supervision group and the township government.Under the conditions of different incentive mechanisms and supervision constraints,the action strategies of the upper and lower governments in policy implementation show dynamic changes.In different periods of the policy task,due to the dynamic changes in the attention distribution of superior leaders and policy pressure,the supervision mechanism transforms between four modes of routine work,central work,special work and emergency work.The supervision work presents loose implementation,strict implementation and flexible implementation,and conveys business guidance,releasesignals,performance goals and regulations.Correspondingly,different kinds of supervision mechanisms and incentive mechanisms match and combine to form different strength of "incentive-control" governance means,and ultimately affect the behavior choice and efforts of the lower government.However,there are also "institutional dilemmas" in the supervision mechanism.In the absence of effective supervision within the supervision group,the lack of incentive will lead to the operation "failure" of the supervision mechanism.
