The grassroots political ecology under the influence of the coal industry is mainly the relationship among local governments,village committees,villagers,and coal mines.In the 1980s,under the background of the reform of the coal industry,the central government decentralized the examination and approval of coal mines to local governments,encouraging local governments and rural grassroots to build coal mines.Under the guidance of the coal industry policies of"big,medium,and small together",the economy of the coal mine area has been effectively developed,and the surplus rural labor force has been effectively rehoused,thus forming the overall balance of rural grass-roots political ecology.At the same time,however,this overall equilibrium has a strong low-end nature.The development of the coal mining industry has also triggered a series of problems that have seriously affected the orderly and healthy development of the coal industry,such as the continuous occurrence of coal safety accidents,the existence of"coal coal colluding"corruption,and the lack of effective management of indiscriminate mining of small coal mines.and many more.To this end,the central government adopted"gradual"and"attack"governance measures to rectify the coal industry,to a certain extent,curb the occurrence of coal mine safety accidents.However,due to the"mutative"role of local governments in the implementation of policies,"gradual" and"attack" governance has not achieved the desired results.The low-level political and ecological balance not only did not break down,but also became a huge obstacle to reform.Therefore,in 2006,the central government established a policy to shut down all small and medium-sized coal mines within three years,that is,the"mining of coal mines"policy.After the implementation of the"Coal Mine Shutdown"policy,the villagers lost their main economic sources to return to poverty,the village collective property lost its economic sources.The village committee was experiencing a"hollowing"phenomenon,which caused land subsidence,house cracks,and draft problems during coal mining in the state-owned coal mines.This series of issues eventually led to the transformation of the rural grass-roots political ecology from"balanced" to "imbalanced",creating a rural primary governance dilemma.This article studies the issue and analyzes the causes of the political and ecological predicament in the rural grassroots through the on-site investigation in the town of J town,C.After combining the policies of the 19th National Congress of the Central Committee to revitalize the rural strategy,it explores reshaping the rural grass-roots political ecology.
