Research On The Development Of Grass-roots Urban Management In The Reform Of Comprehensive Administrative Law Enforcement

With the rapid development of urbanization,new problems and new contradictions have been exposed in the field of urban management.The reform of comprehensive administrative law enforcement system has become a breakthrough in finding new growth points in urban management field and solving the persistent growth power of urban governance.The practice of urban governance is mainly at the grass-roots level.For the grass-roots urban managers,how to actively adapt to the challenges of the transformation and development of urban management and effectively improve the effectiveness of urban management has become a problem for grass-roots staff to face and solve under the background of the continuous promotion of institutional mechanism reform and the continuous widening of the field of social governance.General secretary Xi Jinping pointed out at the central city work conference that"to grasp the city work,we must seize the focus of urban management and service,constantly improve the management and service of the city,and completely change the extensive management mode." On the basis of summarizing and analyzing the development of China's comprehensive administrative law enforcement system reform and the reform practice of urban management law enforcement system in Ji'nan Tianqiao District,this paper selects representative Street offices as an example,starting from the current situation of grass-roots urban management,facing the opportunities and challenges facing the management field of grass-roots urban management.After the deep analysis,the paper puts forward the corresponding countermeasures and suggestions from the angle of improving the level of fine management,innovation management,and strengthening the self construction of grass-roots urban management team.Through the efforts of this article,we hope to improve the efficiency of law enforcement in urban management,enhance the level of urban governance and improve the sense of happiness and sense of gain of the residents.First:Through empirical research,we can deeply understand the problems existing in grass-roots urban management law enforcement.Under the background of comprehensive administrative law enforcement reform,by means of investigation,follow-up,questionnaires,discussions and telephone interviews,the relevant personnel of Tianqiao District Comprehensive Administrative Law Enforcement Bureau,some law enforcement squadrons and Yaoshan Street Office Urban Management Branch and Urban Management Integrated Service Center are interviewed,investigated and inquired to fully understand the synthesis.In view of the actual situation of the reform of administrative law enforcement system,this paper,guided by the results of the reform of comprehensive administrative law enforcement system,analyses and finds out the problems existing in urban management law enforcement.Such as the unreasonable structure of human resources,the lack of professional literacy of law enforcement personnel,the weak construction of reserve personnel,the imperfect incentive mechanism,training mechanism and so on.Second:The causes of the problems in the grass-roots urban management law enforcement work are analyzed in depth.There are many reasons for the problems in grass-roots urban management law enforcement.There are not only internal factors such as rapid growth of business development,inconsistent functions and powers,inadequate incentive mechanism,but also external pressures such as diversification of social management,diversification of governance methods,and comprehensiveness of residents'demands.Third:Through in-depth analysis of the problems arising in the grass-roots urban management law enforcement work,this paper puts forward reasonable suggestions to improve the grass-roots urban management law enforcement work.Through drawing up the list of the power of urban management law enforcement and implementing the standardization of law enforcement system,we can improve the fine level of grass-roots urban management law enforcement.We can accelerate the self-construction of grass-roots urban management law enforcement personnel by innovating the mechanism of selecting and employing persons,strengthening the cultivation of talents,focusing on the value of talents,and injecting the elements of rule of law and the concept of service into grass-roots urban management executives.Legal work should improve the law enforcement level of grass-roots urban management.
