Study On The Problems And Countermeasures In The Comprehensive Administrative Law Enforcement Of Xuzhou City Management

With rapid development of IT enabled urbanization,new social problems such as urban population expansion,traffic congestion,air pollution and social conflicts are emerging.The relatively limited government administrative system has failed to cope with the increasingly complex practical contradictions,so the comprehensive urban management and law enforcement were established.In order to further streamline this system and promote the modernization of municipal governance system and governance capacity.In 2015,the CPC Central Committee and the State Council adopted 《The guidance on further reform of urban management and law enforcement and governance capacity building》,which pointed out the direction for the reform of urban management and law enforcement.Based on the practice of urban management and law enforcement in Xuzhou city in recent years,Xuzhou City is selected as the research sample,combined with cases and related studies in China and beyond by literature research,questionnaire survey,and personnel interview to summarize problems such as imperfect laws and regulations,lack of sense of service,improper organizational settings,unscientific authority and duty allocation,inadequate law enforcement mechanisms,and irregular human resources management.In the next place,the reasons for the abovementioned problems are analyzed with the theory of service-oriented government of public administration,the theory of government function and the theory of administrative law enforcement.According to the problems and their analysis,the following proposals are provided for an innovative approach to the reform and enhancement of the urban management and law enforcement in Xuzhou.Calls on speeding up the legistation of “Urban Management Law” scientifically define the “7+X” powers,improve the leadership system,sets up the service oriented urban management and law enforcement system,clearify subject of liabilities,standardize law enforcement procedures,properly allocate powers and duties,standardize personnel management procedures,set up “Internet + urban management” concept by digital command platform,give play to the role of the market,attract private capital to participate in the municipal infrastructure construction,urban sanitation by PPP,franchising etc.15figures,6 table and 54 references in this paper...
